I think the time has come to speak very frankly about the lack of leadership in the White House, the lack of judgment.

I think that we have to have a change of leadership. Of course, I would like to see that be John Kerry. I think he has a better approach to this. But I will say this: Maybe the Republicans would like to rethink who is leading the charge for them because this cannot be an acceptable standard, a war of choice. A war of choice. Let's not even go into the lack of basis to go into the war. We go in. We are one team, one fight. We're with our troops all the way. But we owe them more than the lack of preparation, the lack of equipment, the lack of intelligence, the lack of knowledge.

I long, weeks ago, called for the resignation of Secretary Rumsfeld, for a number of reasons.

So whoever he decides, I will celebrate and work very hard to elect so that in November we will have a Democratic president of the United States, one who can restore our national reputation for our country and grow our economy at home to create jobs. PELOSI: Well, this is what I would fault the Bush administration on. Post- 9/11, the clear and present danger was terrorism, we know that. Instead of getting the job completely done in Afghanistan, where the Al Qaeda was harbored and had sanctuary, we went there, and then looked for another target before the job was done there.

CAVUTO: Let me switch gears, if you don't mind, ma'am. I talked to Governor Schwarzenegger last week, and one of the issues he raised with me that's very big in your state right now is this whole gay marriage issue. He had effectively said -- and I hope I'm paraphrasing him correctly, Congresswoman -- that if the people of California feel one way on the issue he'll defer to the will of the people of California. There has been some disappointment expressed on the part of the gay community, if you will accept that term on, with you. That they don't know clearly your position on this. What is it?

PELOSI: My position on this is that I'm completely committed to defeating President Bush's constitutional amendment. I think it is a desecration of the Constitution.

CAVUTO: What about gay marriage itself?

PELOSI: Well, my goal is to defeat that resolution. I don't want to get myself involved in too many other issues, but my constituents know where I stand on this issue.

CAVUTO: Which is where? How do you stand on this issue?

PELOSI: I don't believe in discrimination of any kind.

CAVUTO: Can same-sex couples marry?

PELOSI: Yes.

CAVUTO: Should they marry?

PELOSI: And I don't think they should be discriminated in the Constitution. And my goal is to defeat that resolution. And I'm not going to be sidetracked by any other questions about ethics.

CAVUTO: So what the mayor of San Francisco is doing, you would approve of it?

PELOSI: Yes.

Pelosi endorsed the re-election of Gary Condit, D-Calif., just before the primary election when even Condit's Democratic colleagues abandoned him. "I endorsed Gary for re-election a long time ago," said Pelosi in a statement, declaring his re-election bid "a matter between Gary and his constituents."

Pelosi opposed the use of force to expel Saddam Hussein from Kuwait. Yes, she voted for the 1991 resolution authorizing the use of force, but did so only as a show of support for the troops, not as an endorsement for the use of force. "One [thing] is that we must continue to express our disagreement with this policy. Those of us who are against the use of force," said Pelosi, "have a special responsibility to express our disagreement in a peaceful and nonviolent way. There should be no doubt that we have strong disagreement with the policy here."

Pelosi voted against the resolution authorizing President George W. Bush's possible use of force against Iraq.

Pelosi voted against the Welfare Reform Act of 1996. At the time, Pelosi said, "If this bill passes today it will be a victory for the political spin artists and it will be a defeat for the children of America. The cuts in this bill will diminish the quality of life for children and poor families in America. How can a country as great as America ignore the needs of America's infants and children who were born into poverty?"

Pelosi voted against the Homeland Security Act, currently held up by Democrats to ensure civil service protection for 170,000 members of the new department.

On social issues, Pelosi supports gay marriage, as well as government-provided needles to combat AIDS.
