Before he was elected New York State Attorney General, Cuomo served as Secretary of Housing and Urban Development (HUD) under President Clinton. Under his leadership, HUD was transformed from a bureaucratic backwater rife with waste to a revitalized engine for housing development. Besides reducing waste, Cuomo also focused on fighting racial discrimination and gun violence. He brought 2,000 anti-discrimination cases and forced gun manufacturers to alter their marketing techniques. For these accomplishments, HUD received the prestigious "Innovations in American Government Award" from the Ford Foundation and the Kennedy School of Government at Harvard University, on three separate occasions.
