This was the promise Bill Clinton made when running for President against President George H. W. Bush.
However- in 1993 after becoming president- Bill Clinton signed a tax increase- which imposed taxes on everyone including the middle class.... it is called many things... The Omnibus Budget Reconciliation Act of 1993, the Tax Reform Act of 1993 or the Revenue Reconciliation Act of 1993.
